The Rebel Rouser is a community-created cosmetic item for the Soldier. It is a stylized version of a standard issue kepi used by both the Union and the Confederacy during the American Civil War. In addition, two crossed golden Shotguns are visible on the front side.
The Rebel Rouser was contributed to the Steam Workshop.

Trivia
- The item's name is a play on words referencing the phrase "rabble-rouser," which is used to describe one that tends to inspire mobs.
- This item replaces the "crossed muskets" insignia typically pinned onto Civil War infantry kepis with crossed shotguns.
