The Rat Stompers is a cosmetic item for the Heavy. It is a pair of damaged, worn leather boots that are missing their laces, with the Heavy's toes poking out of the right boot. It also adds a torn appearance to his pants.
The Rat Stompers were contributed to the Steam Workshop.
