It can be obtained by crafting all 9 unique Halloween Masks from the 2010 Halloween event together. Each Event bag can be found in the Mann Manor map in randomly spawned gift boxes. Unlike the other paper masks, Saxton Hale Mask can be worn even after Halloween.
