Oh hohoho. I love Halloween!

Halloween mode is a server-wide mode which enables visibility of Halloween-restricted cosmetics. The Halloween mode is enabled on official Valve servers and community servers during the yearly Halloween event that takes place between October and early November.

It can manually be enabled by server operators with the console variable tf_forced_holiday 2 in the server.cfg file.

It can also be democratically enabled by using the server enchantment "Eternaween".
