It's like Christmas morning.
The Sniper opening his gift

The Pile O' Gifts is an action item that, when used, gives a random item to up to 23 other people on the same server as the user. The Pile O' Gifts can be used once, and will notify every other player on the server of the user's generosity.

The Pile O' Gifts functions just as the Secret Saxton does, but gives a gift to as many as 23 other players, instead of a single player at random. At this point, the Pile O' Gifts cannot be obtained by random drops, nor can it be crafted. The Pile O' Gifts is not tradable, as it can only be purchased from the Mann Co. store.

If a server has a player limit greater than 24, a gift will be given to the first 23 players that connected to the server. Similarly, if the server has a player limit less than 24, it will only give out one gift to each player. As with the Secret Saxton, a player is unable to receive a gift himself with the Pile O' Gifts.

Contents

Items acquired through the Pile O' Gifts will have the standard "Gifted From: Player Name" text under the description, as an item that had been gift wrapped would have. Any item normally obtained via random drop (like weapons, hats, and a few action items) are possible to find through the Pile O' Gifts, making receiving a gift an effectively free drop. All gifts received are currently tradable and craftable.

Pricing

If you're purchasing from the store using £ rather than $/€, it's currently cheaper to buy 23 individual Secret Saxtons - £13.57 vs. £14.99 for Pile O' Gifts. If you buy in $/€, you get a bulk discount of nearly 15%, but if you buy in £ you get a bulk surcharge of over 10%. If the £/$ ratio of Secret Saxton prices is taken as a fair starting point, a fair price for Pile O' Gifts would be 20 × £0.59 = £11.80. However, doing this gives a chance for players to receive multiple items and others to receive nothing, as opposed to a Pile O' Gifts where all 23 players will receive one item each.
