The Unusualifier is a tool item introduced in the Scream Fortress 2016 major update. It is represented by an upside-down top hat with a magic wand.
Using this tool on its specified taunt will give the taunt the designated effect listed in the description of the item.
It can be found as a bonus item from uncrating the Creepy Crawly Case.
