The Something Special For Someone Special is a crafting item, appearing as a silver diamond ring, sitting in an open blue-violet colored case, with a grey, felt inside that is traditionally associated with an engagement ring.
When it shows up in your special someone's backpack, they can click on it to open a menu that will let them accept your proposal. Once the proposal's been accepted, a message will be broadcast to the entire community that will include your name, your special someone's name, and whatever you decided to call the ring.
The gift then turns into a matching pair of diamonds.
The Something Special for Someone Special was contributed to the game via the Steam Workshop, under the name "Engagement Ring".
