Den 20 Oktober, 2011, lades en ny Halloweenbakgrund till i spelet och gjordes till standardbakgrunden för huvudmenyn. I samma uppdatering gjordes även alla Halloween hattarna från tidigare händelser bärbara igen. Hästlöse Huvudlöse Horsemann lades åter igen in i Mann Manor, tillsammans med Halloweenpumpor och Thriller-hånet för alla klasser.

Den 21 Oktober, 2011, konfirmerade ett blogginlägg på TF2 Officiella Hemsida att den ' Tredje Årliga Scream Fortress Halloweenspecialen' skulle släppas någon gång kommande vecka.[1]

Den 21 Oktober, 2011, postade Valve-utvecklaren Jon Lippincott till HLDS mail lista, och sade att Halloweeninnehållet skulle släppas inom "nära framtid".[2] E-posten konfirmerade introduktionen av nya släpp av gåvor, vilka även fanns i den föregående Halloweenhändelsen och innehöll speciella föremål för spelare på den specifika kartan Mann Manor. Lippincott sade att gåvorna endast kommer kunna hittas på servrar som är registrerade på Steam och att missbruk eller försök till att fuska med upphittarsystemet kommer leda till att serverns registrering tags bort.

Den 27 Oktober, 2011, postades ett blogginlägg på TF2 Officiella Hemsida som annonserade det kommande " Scream Fortress Mycket Läskiga Halloweenspecialen" med en ny serie vid namn "Bombinomicon", såväl som detaljer om halloweenuppdateringen så som "häftiga kostymer som du kan plocka upp genom att samla utspridda gåvor i Halloweenuppdateringen". Serien lutar åt att visa att Monoculus kommer bli årets boss, likt Hästlöse Huvudlöse Horsemann.[3]
