making a server

Hello I think this is the correct play to post this. I am going to make a server for my steam group but I have some problems. I want to do so that I dont need to pay money to Valve/TF2 but I dont know how to make a "free" server. I want to know what to do first and all that. I also want to know how to make a !motd. Do I need to download a thing and does it make my computer a bit slower and maybe makes me lag when I play? You can't make a free public server, but you can make a private one by clicking the + thing near Start Game in Main Menu --\theguy299\talk\contribs\ 09:54, 4 January 2013 (PST)

I asked someone a while ago how he made a server and I asked him what program he used and if he needed to pay something for it. I think he said that he used a program(I don't remember what program) and made the server. I don't remember who the friend was so I asked here. I looked now on google and then I saw something called srcds. I think it was calles that servers "made" from the program "Source Dedicated Server" but I don't know if that costs money and if not is it illegal to use it then???
