It does not, double barrel shotgun fires two shells (by default/without mods). Some classes have a single barrel shotgun that fires one shell (again by default). They share the same ammo pool, but the magazines are separate. i.e. you can run out of ammo on one, and switch to the other and still have 8 shots/trigger pulls left assuming a full magazine.
